The state is launching what the governor calls a "first in the nation" workforce development program to recruit qualified workers who do not hold college degrees. Rolling back the barrier will help fill government positions left vacant during the pandemic, the governor said during a press conference. More than 300 state jobs that don't require four-year degrees are currently open and posted online, he added.


Around 38,000 people are currently employed by the state of Maryland, and nearly half of those jobs could be performed by qualified candidates without four-year degrees, according to the governor. Hogan said that other qualifications, including relevant experience, training, or community college education, will be given equal weight for many state government positions in IT, administrative work, and customer service.


STARs represent an "untapped pool" of workers who can help the state fill crucial positions, Hogan said. "People shouldn't be compensated based on their years of education, but what their skills are to do the job," he added.


Hundreds of unfilled state government positions are now posted on Maryland's job board. Outside of Maryland, the D.C. government also has a large number of job openings; the city is hosting two virtual career fairs this week to help fill them.


"Requiring a medical degree to treat patients or a civil engineering degree to design a bridge is common sense," Auguste wrote in a Washington Post op-ed last year. "By contrast, requiring a generic college degree to be considered for jobs such as office manager, sales representative, digital marketer or data-center technician may be common, but it makes no sense."


"We really want an economy where if you can do the job, you can get the job. And, if you can learn new, valuable skills, you can earn more. And, if you make the effort, you can also make progress. And this initiative is a very important contribution to that here in the state of Maryland," said Byron Auguste, CEO and co-founder of Opportunity@Work.


There are currently more than 300 open government jobs in Maryland that don't have this pre-screening requirement. All of these available jobs will be posted on Stellarworx, which is Opportunity@Work's Maryland STARs talent marketplace.

The Office of the Maryland Attorney General is now seeking applications for its Associate Attorney Program. An Associate Attorney is an unpaid position lasting up to one year, offering an opportunity for recent law school graduates to perform substantive legal work at both the state and federal level. The state's American Job Centers offer a variety of services to assist veterans, transitioning military personnel, and other qualified individuals. Priority of service is given to veterans and their eligible spouses who meet certain eligibility requirements.


The More Jobs for Marylanders Act and Career Youth and Public Sector Apprenticeship Act established a state goal that 45% of high school students will complete a CTE program of study, earn industry-recognized credentials, or complete a registered youth or other apprenticeship by January 1, 2025. The More Jobs for Marylanders Act Dashboard provides an overview of progress towards attainment of the 45% goal. The dashboard allows the user to view progress by student group and school system. The Division of Career and College Readiness is committed to supporting local education agencies in meeting the 45% goal.


An industry-recognized occupational or skill credential is a verification of an individual's qualification and competence in a specific career area. Credentials are typically issued by a qualified third-party such as a vendor, industry association, or governing board after an individual has completed an assessment demonstrating proficiency for a specific skill set. Only state-approved industry credentials aligned with a MSDE-approved CTE program of study are identified for reporting in Maryland's data collections. This dashboard report identifies industry credentials earned by CTE concentrators. CTE concentrators are students that have completed two courses in a CTE program of study and have enrolled in a third.
